Never WWF Champions

My friends and I always bring up for some reason that Roddy Piper, Razor Ramon, and Mr. Perfect were the best wrestlers who were never WWF Champion who should've at least had one run somewhere.. So without wrecking the timeline all that much, and with hindsight, where do you make those three WWF Champion?
Who am I, Loki?
For Razor, given my time machine I’d make him champion right away after his debut. Blow some minds and put him in Flair’s spot to beat Savage after Summerslam.
Not that I would have actually done it because it’s a stupid idea, but you could easily break up Hulk’s initial reign and switch the belt to Piper after Wrestlemania 1 and then have Hogan regain it at the Wrestling Classic.
As for Perfect, maybe he’s the guy who beats Razor in our first scenario?
