The Macho King

I mentioned in the comments of your SNME review today that Savage started 1989 as World champion and ended it as “King.”  Why did McMahon give him that “title”?  Was it his (or Hogan's) way of throwing Savage a bone?

Bonus question: After Savage won the crown, he repeatedly elbow dropped Jim Duggan and Sherri even splashed him.  Why was Duggan so buried there?  Did McMahon catch him sneezing backstage before the match?  Thanks.
Yeah, it was a thing that Savage could use to promote himself as a heel, and you know that he was going to go all out with it and have fun.  It's a thing they could do and they milked two years out of it, so I'd call it a net positive.
