Finn Balor in NXT

Why was Finn Balor sent to NXT? Was it to give the brand some star power as they were debuting on USA Network, or was it a matter of the dreaded "creative has nothing for you at this time" on Raw-Smackdown?
They wanted to give NXT some more star power and Finn needed a change of scenery anyway, so it was a win-win situation.
