I know everyone is expecting Kofi to drop the belt to Shane but from Vince's perspective, wouldn't it make more sense for Brock to cash in on Kofi either before or on the Fox debut? I know Vince is gonna want a big name as champ going in. I would imagine he'd have Ronda as champ to if she was still there.

I don't think everyone is "expecting" Kofi to drop the title Shane, more like "fearing" it. But yes, I think Brock does end up with the title by the time of the FOX debut, absolutely.
