Chikara Vs All-Elite

So I have to ask, with the impending launch of All-Elite Wrestling and their TV deal, why Chikara hasn't managed to get positioned in a manner to allow them to have the spot All-Elite now has, in terms of being a legit alternative to the WWE.
Chikara's been around for nearly 20 years and created a niche in kid friendly wrestling kids and jaded adults can like. They pull off the PG gimmick way fucking better than Vince could, to the point of putting him to shame with the way Chikara has managed to do complex and long running storylines within the PG confines while Vince struggles and fucks up the few storylines fans did respond to during that era.
Not to mention the merch angle, especially with their masked wrestlers (something I'm shocked Vince has largely shied away from, as if to say he's allergic to merch money from having a variety of masked wrestlers in his undercard to make cash off of).
Is Chikara basically a classic example of a company which would rather be a big fish in it's small pond and doesn't think the risk of failure is worth expanding? While I definitely want to see AEW succeed, part of me wonders why it couldn't be Chikara in it's place as a legit alternative to the WWE……
