Why not keep the belt on Savage in ’92

I mean surely the idea of Bret getting his first title win at a mania vs Savage instead of losing to Yokozuna, has to be light years better. You can even have Savage heel it up with Liz.
It would change the rumble a bit as well. Bret wins and is the first man to get the title match at mania. Savage and Ramon blow off their feud. And you do the Flair/Perfect loser leaves town match there.
Post Rumble you have Savage become increasingly aware that he's losing a step and thus becomes more and more desperate to do what it takes to keep his belt.
I think Savage was very much down to do something exactly like that, but Vince just didn't believe in him as top guy anymore and wanted him to be a commentator instead.
