Strowman cleared to compete?

Since Braun Strowman had a match against Balor this past Monday on Raw, is not being cleared to compete at the Rumble not the reason he was pulled from the Universal Title match against Lesnar now?
It was never the reason, Vince just changed his mind and didn’t want him losing to Brock. The injury was a coincidence.
