Waiting too long to pull the trigger on a push?

The question the other day about pulling the trigger too soon on a wrestler's push got me to thinking; What do you think was the worst example of waiting too long to pull the trigger on a wrestler's push? For me it would be Seth Rollins. In 2018 when he was white hot was the time to put the Universal Title on him instead of waiting a year.
Roman Reigns. Should have put him over Brock at that Wrestlemania.
